Bacolod gets P3M DILG incentiveMarch 5, 2013

Bacolod City received a P3 million check from the Department of Interior and Local Government as cash incentive from the Performance Challenge Fund as recipient of the Seal of Good Housekeeping, a press release from City Hall said.

The check was given to Mayor Evelio Leonardia by Interior and Local Government-Bacolod officer-in-charge Clyne Deocampo in the presence of Vice Mayor Jude Thaddeus Sayson and Councilor Em Ang at the recent City Peace and Order Council meeting.

Deocampo said the PCF is an incentive given to local government units that are performing and complying with the full disclosure policy, a reform on transparency and accountability introduced by the late Secretary Jesse Robredo and sustained by Secretary Mar Roxas.

Leonardia said “We are glad that our compliance with FDP in the form of posting our financial documents in three conspicuous places, and in our official city website, has earned us the Seal of Good Housekeeping and a P3 million incentive from the Performance Challenge Fund.”

He said they are posting their financial documents in two bulletin boards at the Bacolod Government Center and another at the City Hall so that Bacolodnons may gain access to the documents.

SGH recognizes an LGU with good performance in internal housekeeping, particularly in local legislation; planning, resource generation, allocation and utilization; customer service; and human resource management, and also in valuing the fundamentals of good governance.

Deocampo also said DILG Region VI Director Evelyn Trompeta commended Bacolod City for complying with the FDP and expressed her appreciation of its support to programs of the agency.

The P3 million cash incentive will be used to finance the LGU share in the construction of a new Youth Development Center, under a people-public-private partnership program of the city, the press release said.

The YDC will cater to the needs of children in conflict with the law, the press release added.*
