LEGAZPI CITY—Albay’s ten towns and this city recently won the Seal of Good Housekeeping awards under the Performance Challenge Fund of the Department of Interior and Local Government, and bagged the bulk of the cash incentives that go with the prestigious awards among the Bicol Region provinces this year.

Albay Gov. Joey Salceda said the PCF recipients which have cleanly complied with all requirements of government auditing were Legazpi City and the towns of Camalig, Oas, Libon, Malinao, Bacacay, Manito, Rapu-Rapu, Polangui, Malilipot, and Sto. Domingo.

The LGUs were honored with the awards for having excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, and procurement and resource mobilization. Legazpi City received a cash incentive of P3 million, while the ten other municipal governments were given P1 million each.

The awards were conferred by Interior and Local Government Secretary Jesse Robredo who was in Albay last week, during the regional conference Tapatan Roadshow on Disaster Preparedness held at La Piazza Convention Center in Legazpi City.

Gov. Salceda discussed the best practices of the Albay Public Safety and Emergency Management Office, during conference, themed “Harmonizing Initiatives Towards Disaster Risk Reduction and Climate Change Adaptation Mainstreaming in Local Governance.”

An initiative by Salceda, APSEMO enjoys the distinction as the very first disaster management office established and managed by an LGU in the Asia.

Robredo announced here DILG will establish another award system under the PCF—the Seal of Disaster Preparedness. The award will recognize LGUs which have functional local Disaster Risk Reduction and Management Councils, and duly approved disaster preparedness plans.
