DILG chief clarifies performance challenge fundJune 13, 2012

PALO, Leyte – Department of Interior and Local Government (DILG) Secretary Jesse Robredo clarified the incentives given to local government units (LGUs) under the Performance Challenge Fund (PCF) is not in any way a “bribe” to implement programs that are already mandated by law.

“We cannot call it a bribe. We are just ensuring that the funds really go to projects for which the amount is intended for,” Robredo said.

The PCF is a financial incentive awarded to qualified LGUs to jumpstart local development initiatives aligned with the National Government’s programs for the attainment of the Millennium Development Goals, tourism and local economic development, disaster risk reduction and management and solid waste management.

Robredo explained to ensure that LGUs comply with these programs and be provided as well with the needed budget, the PCF has been adapted.

Robredo said that for an LGU to qualify for the PCF, it should pass the assessment on good housekeeping and be conferred with the seal of good housekeeping (SGH) in key governance areas of fiscal management, transparency and accountability and valuing performance management.

Meanwhile, Robredo also led the awarding of checks worth P1 million each for the seven municipalities in Eastern Visayas for having acquired the seal.

Those are the municipalities of Alangalang, Burauen and Jaro in Leyte; Hinunangan in Southern Leyte; Laoang in Norther Samar; Guiuan in Eastern Samar and Naval in Biliran.

Robredo also called on local officials to strive for the SGH as a tenet of good governance and urged them to use the PCF to finance development projects such as school buildings, water and sanitation systems, local roads and bridges, flood control and reforestation.

It was learned that other towns in the region have also been confirmed by the DILG to have acquired the SGH and is set to receive their own incentives before the end of the quarter. (Leyte Samar Daily Express)
