The PCF shall be used to finance local development projects indicated in the 2012 Annual Investment Program of the recipient province, city or municipality. Pursuant to DILG Memorandum Circular No. 2011-62 dated April 27, 2012, the projects eligible for the PCF subsidy are those aligned to the Millennium Development Goals (MDGs), Local Economic Development and Adaption to Climate Change and Preparedness for Disasters.

Upon assessment of the city officials and department heads, the said subsidy will be utilized for the implementation of one of its Local Economic Development projects which is the Improvement and Extension of the Bagsakan Area/Fish Landing strategically located within the vicinity of the Cabadbaran City Public Market located in Barangay Mabini. With the long distance between the old Bagsakan Area/Fish Landing currently situated in Brgy. Tolosa has incuried additional cost for the vendors in the transport of their fish goods from the bagsakan to the market. Once the  Bagsakan Area and fish landing is transferred and becomes fully operational, there will be more convenience and lesser operational cost for the vendors and suppliers in the transact of their day to day business.

To date, Cabadbaran has fully complied to all the necessary requirements for the PCF subsidy to be released and is now ready to have the project implemented.
