PCF assessment survey conducted in IfugaoMarch 31, 2012

LAGAWE, Ifugao, March 31 (PIA)--A team from the La Salle Institute of Governance recently conducted a rapid assessment of the Seal of Good Housekeeping (SGH) and Performance Challenge Fund (PCF) Program of the Department of Interior Local Government (DILG) in this province.

The respondents of this survey are the officials of local government units (LGUs) of 4th-6th class municipalities to elicit from them vital information relative to their knowledge and compliance with the requirements of the SGH and PCF.

The survey also wanted to know the weaknesses of the LGUs in failing to cope with the necessary criteria of the program so that proper assistance can be provided to them.

Eileen Salvador of the DILG-Ifugao explained that the SGH is a program of the government initially set-up for 4th-6th class municipalities that institutionalizes the department’s commitment to aggressively scale up intervention to elevate the practice of governance that value transparency, accountability, participation and performance.

The SGH is given to LGUs that have complied with the full disclosure policy and have no adverse report from the Commission on Audit. The province of Ifugao has already produce six awardees consisting of the municipalities of Lagawe, Kiangan, Banaue, Alfonso Lista, Asipulo and Lamut.

The awardees are entitled to P1 million from the PCF upon submission of the required documents which has a budget of P500 million as an incentive in the form of counterpart funding to high-impact capital investment projects in their Annual Investment Plan.

The PCF is a financial incentive given to the qualified LGUs to jump start local development projects that are aligned with national program for the attainment of the Millennium Development Goals, tourism, local economic development, disaster risk reduction and management, and solid waste management.

The team is part of the consortium tasked to conduct a rapid assessment of the SGH and PCF in the provinces.(JDP/DBC-PIA CAR,Ifugao)
