LAGAWE, Ifugao,Feb. 14 (PIA) --The Department of Interior and Local Government (DILG) awarded this morning the provincial local government here  Seal of Good Housekeeping in recognition of the province’s excellent performance in local governance for 2011.

Aileen Salvador, the  DILG Assistant Provincial Director  here,  said  that the  award is in line with DILG’s commitment to aggressively scale up interventions to elevate the practice of governance that values transparency, accountability, participation and performance into an institutionalized status.

The province was able to meet a set of criteria aimed at recognizing LGUs with good performance in internal housekeeping particularly in the areas of planning, Sound Fiscal Management, transparency and accountability, and valuing performance management, she said.

Among the key components of the SGH criteria are compliance to the mandates of the Anti-Red Tape Act as well as to the Full Dislosure Policy of the DILG. Further, LGUs stamped with Good Housekeeping Seal should have “no adverse” report from the Commission on Audit, which means that they should have complied with all the requirements of the government’s auditing agency.

Gov. Eugene Balitang, who received the award from Salvador,  in his speech  urged  government employees to keep up with the challenge. “Let’s perform well again this year as we work, work and work for our people,” he said.  He added that his leadership has set the tone and he expects that this will be followed by all department heads down to the lowest position.

LGUs who will pass the SGH can avail of the Challenge Performance Fund which is an incentive fund to LGUs in the form of counterpart for projects to be financed from the 20% component of the LGUs Internal Revenue Allotment (IRA).

Eligible LGUs may use the PCF for projects meant to achieve the Millenium Development Goals (MDGs); boost economic development; or those to help communities adapt to climate change and prepare LGUs for disaster. (JDP/VDB- PIA CAR, Ifugao)
